Our Mission

The mission of the University Park Allocation Committee (UPAC) is to objectively and effectively allocate a portion of the Student Initiated Fee (SIF) income towards events, travel experiences, equipment, and other items requested by University Park affiliated organizations or individuals that will ultimately enhance student life, add value to the out-of-class experience, and/or improve the educational climate at the University Park campus.

 

 

Requesting Funding

Penn State Recognized Student Organizations, organizations operating under a University Affiliate or department, and independent requestors are all eligible to receive funding from UPAC. To request funding from UPAC, first read over the instructions for your particular request type from the pages accessible through the “Requesting Funding” drop-down menu at the top of this page. To begin filling out your funding request, log onto Org Central at psu.campuslabs.com/engage and follow the instructions given for your particular request type.

DUE TO THE CHANGE OF THE SPRING 2021 ACADEMIC SCHEDULE

THE UPAC DEADLINES CALENDAR HAS BEEN ADJUSTED TO REFLECT THE NEW 40 ACADEMIC DAY DATE. 

PLEASE BE SURE TO CHECK THE CALENDAR TO ENSURE YOU ARE WITHIN THE DEADLINE DATES.

UPAC Handbook Policy Recommendation – Spring 2021

Thank you for your interest in submitting a policy change for the UPAC Requestor Handbook. Any student paying the Student Initiated Fee at University Park may research and generate policy recommendations for the UPAC Requestor Handbook. Changes to UPAC policies and procedures, approved by the full committee, will be effective at the beginning of the following academic year unless otherwise determined by the committee. If you are a student at University Park paying the Student Initiated Fee, you may submit policy recommendations using this form. Please fill out the form as completely as possible, and the UPAC Leadership Team will contact you with any suggested changes.

All policy recommendations for the UPAC Requestor Handbook are due by 11:59 PM on Monday, April 12th. Late submissions will not be accepted.

Please note that UPAC’s Requestor Handbook policy review meeting will be held at 6 PM on Tuesday, April 20th, and is open to the public.

REQUESTORS AFFECTED BY THE UNIVERSITY RESPONSE TO THE CORONAVIRUS

UPAC is working in accordance with the guidelines put in place with the University regarding our community’s response to the coronavirus outbreak. We understand that these guidelines have the potential to affect large swaths of student programming and travel, and we’re available to work with all students to provide support in re-scheduling and re-working plans if possible. 

Due to University regulations, we are unable to staff the UPAC office at this time; however, we are actively monitoring our email inbox and responding to students as quickly as possible. If you have any questions regarding a program or travel experience that may be affected by the University’s response to the coronavirus, please reach out to us by emailing upac@psu.edu or by calling 814-863-8951.

Latest UPAC Coronavirus Updates

  • Policy Update- Live Stream services 
    • The University Park Allocation Committee recognizes the challenges student organizations face in enhancing the out-of-class experience due to the effects of COVID-19. Therefore, UPAC will consider funding live stream and related services to support the success of organization programing. For more information refer to the program section of the UPAC Requestor Handbook here.
  • Travel Requests
    • As of Tuesday, July 7th, it has been determined by UPAC to cease all travel funding until further notice. This decision has been made to align with the University’s decision to cancel University-sponsored international travel. As the well-being of all Penn State students continues to be of the utmost importance, this decision is reflective of Penn State’s health and safety guidelines.
  • Temporary Suspension of the UPAC 10% Rule
    • To continue to support student organizations alongside the Office of Student Activities and campus resources, UPAC has temporarily suspended the ten percent (10%) rule. This is a temporary change to UPAC policy and will reflect automatically on your official UPAC allocation letter as long as the request aligns with the UPAC handbook and policy guidelines. No action will be required to receive a temporary exemption to the UPAC ten percent (10%) rule. Please click here for the official UPAC letter pertaining to this temporary change.

General News & Announcements

  • Funding requests for the 2020 – 2021 academic year (fall 2020 – summer 2021) are now available on OrgCentral.
  • Any funding requests submitted for the summer of 2020 will be reviewed after UPAC has reviewed all budgets for fall 2019 and spring 2020.
  • December 11th (the last day of classes of the fall 2020 semester) is the submission deadline for all EquipmentMediaand Operational funding requests.
  • All Program, U.S. Travel, and International Travel requests must be submitted online least 40 academic days prior to the first date of your event or travel experience. Deadlines are posted on our Deadline Calendar.
  • On academic days during the fall and spring semesters, the UPAC office in 208 HUB is open from 9 AM to 5 PM.
  • You can now check the status of your funding request online! Check out the Where am I in the Process? page to find out more.

YOU ARE NOT TO START ANY PROCESS THAT WILL COMMIT YOU FINANCIALLY UNTIL YOU HAVE BEEN APPROVED FOR FUNDING.

 

New for the Fall 2020 – Summer 2021 Academic Year

All UPAC funding requests will now be accepted exclusively through OrgCentral! For detailed instructions on how to fill out and submit a funding request online, please check the page for your particular request type, accessible from the “Requesting Funding” drop-down menu at the top of this page.

 

In addition, all student travel registration forms will also be accepted online through OrgCentral. Submit completed travel registration forms through OrgCentral. For more information on student travel resources, check the Student Organization Travel Resources page.
